It seems a new regex check has been introduced, and some banner destination URLs that 2.0.6 had no problem with now cause an "Invalid URL" error in 3.0.0. In particular it won't let you set URLs using IP addresses, which are handy for testing!
To kill this off, comment out lines 80-82 of /include/affiliate/merchants/views/banner.class.php
